Coating maintenance decisions are usually made when someone notices rust. A structured assessment produces better outcomes than reacting to whatever is most visible from the ground.
Assess extent, not appearance
Survey the structure and record the percentage of area showing breakdown, its distribution, and the condition of the intact coating between corroded areas. A structure with 2 percent localised rust and sound coating elsewhere is a spot repair candidate. A structure with 5 percent rust and widespread chalking, thin film and poor adhesion is telling you the whole system is at end of life even though most of it looks acceptable.

Access cost changes the answer
On a structure requiring scaffolding, rope access or shutdown, mobilisation dominates the cost. Doing a minimal repair now and returning in eighteen months means paying that mobilisation twice. On easily accessed steel, incremental spot repair is genuinely economical and can be done in house.
This is why a marginal case on an accessible handrail is spot repaired, and the same condition on a high level structure or inside a tank justifies full recoating during the access window.
Matching materials for spot repair
Repairs must be compatible with the existing system. Where the original product is known, use it or the manufacturer nominated repair system. Where it is unknown, a surface tolerant epoxy is the pragmatic choice, applied after preparation to a defined standard, usually St 3 power tool cleaning or local blasting where possible. Feather the edges of sound coating so the repair blends rather than forming a hard step that becomes the next failure point.
Planning the cycle
Record every survey and repair with photographs and locations. Over two or three cycles, the data shows which areas fail repeatedly, which usually points to a design detail such as water ponding, dissimilar metal contact, or a crevice that traps salt. Fixing the detail beats repainting it indefinitely.
