Both appear under passive fire protection, both are inspected by Civil Defence, and they are routinely conflated in procurement. They protect against different failure mechanisms and use entirely different products.

Structural fireproofing

The purpose is to keep loadbearing steel below its critical temperature so the structure does not collapse during a fire and firefighting operations can proceed. Products are intumescent coatings, cementitious sprays and board systems. Performance is defined by a fire resistance period and driven by section factor, as covered in our section factor guide. The scope follows the structural steel schedule.

Fire stopping

The purpose is to maintain the integrity of fire rated compartment walls and floors where services penetrate them. Every cable tray, pipe, duct and conduit passing through a rated barrier creates a route for fire and smoke unless it is sealed with a tested system. Products are intumescent collars and wraps, fire rated sealants, mortars, pillows and boards. Performance is defined by the rating of the barrier being maintained and by the specific tested detail for that penetration type.

Scope follows the services drawings, not the steel schedule, which is why it belongs to a different package and is frequently missed until late.

Why the confusion causes problems

A project can have perfectly executed structural fireproofing and still fail inspection because service penetrations were sealed with general purpose sealant rather than a tested system. Conversely, a well fire stopped building with unprotected structural steel fails for a different and more serious reason.

Tested details are specific. A collar tested for a plastic pipe of a given diameter in a concrete wall is not evidence for a different pipe in a plasterboard partition. Substituting products or details invalidates the evidence, in the same way that topcoat substitution over intumescent does, as discussed in our topcoat article.

Documentation expectations

The 2026 UAE code cycle placed greater emphasis on traceability for both scopes. Expect to provide product approvals, tested detail references matched to each penetration or member, applicator records, and photographs of concealed work before closure. Photographing fire stopping before ceilings close is the single most useful habit on site, since reopening finished work to prove compliance is expensive.
