ISO 12944 is the standard nearly every protective coating specification in the UAE leans on. Part 2 of the standard classifies environments into corrosivity categories, and the category you select drives everything downstream: primer type, number of coats, total film build and expected life. Getting the category right at enquiry stage is the cheapest decision you will make on the project.
The categories in UAE terms
C2 and C3. Dry inland interiors and conditioned buildings sit at C2. Unconditioned warehouses and inland exteriors in Dubai typically rate C3: heated dusty air, modest chloride exposure.
C4. Industrial zones and sites within a few kilometres of the coast. Much of the Dubai Investment Park and Jebel Ali corridor is sensibly treated as C4 because airborne salinity travels well inland on Gulf humidity.
C5. Industrial plants with chemical emissions and coastal structures with high salinity. Steel on the shoreline, desalination surroundings and heavy industrial stacks belong here.
CX and Im categories. Offshore splash zones rate CX. Immersed structures use the Im1 to Im3 categories instead, which change the system entirely, usually towards high build epoxies.
What the category changes in the system
A C3 medium durability system might be a single primer plus topcoat at around 160 to 200 microns total. A C5 high durability system is typically a zinc rich primer, an epoxy intermediate and a polyurethane topcoat at 280 to 320 microns or more. The material cost difference is real, which is why overstating the category wastes money and understating it wastes the whole coating.
Durability bands are not guarantees
ISO 12944 durability ranges, low to very high, describe the expected time to first major maintenance at around Ri3 rusting, not a warranty. Achieving them depends on surface preparation to the specified grade, correct film builds verified per SSPC PA 2, and application within environmental limits. Practical selection advice
When a site sits between categories, price both systems. The step from C4 to C5 usually adds one coat and 60 to 100 microns. On structures that are expensive to access later, the heavier system nearly always wins the lifetime cost comparison.
