Before any specification talks about Sa 2.5, it has to describe what the steel looked like beforehand. ISO 8501-1 defines four initial rust grades, and they are the single biggest variable in what surface preparation will cost you.

The four grades

Grade A. Steel surface largely covered with adherent mill scale, little or no rust. Freshly rolled material. Mill scale is brittle and must come off, but the steel underneath is sound.

Grade B. Steel with beginning rust, mill scale flaking away. Typical of material stored outdoors for a few months. This is the most common condition arriving at UAE fabrication yards.

Grade C. Mill scale rusted away or removable by scraping, with slight pitting visible under normal vision. Longer exposure. Blasting takes noticeably more time.

Grade D. Mill scale rusted away with general pitting clearly visible. Pitted steel is expensive to prepare: abrasive must reach into every pit, and the pits hold contamination.

Why the grade drives the price

Reaching Sa 2.5 from grade B is straightforward. From grade D the same result can take substantially more abrasive and hours, because each pit floor must be cleaned. Blasting contractors who quote without seeing photographs are guessing, and the variation appears later as a claim. Send photographs with any preparation enquiry.

Pitting changes the coating decision too

Deeply pitted steel holds soluble salts that ordinary blasting will not remove, and standard airless spray struggles to fill pits, leaving thin spots that fail first. Two responses are common: wet abrasive blasting or high pressure water washing to flush chlorides from pits, verified by ISO 8502-9 field testing, and a stripe coat by brush into pitted areas before general spray application. When blasting is not possible

Where grade C or D steel cannot be blasted at all, surface tolerant epoxy primers designed for hand and power tool cleaned surfaces to St 2 or St 3 offer a genuine, if shorter lived, option. They wet out rust residues rather than requiring bright steel. Expect reduced durability and plan maintenance accordingly.
